Outraged parents demanded a clean sweep of Celina ISD leadership Tuesday night in the first school board meeting since a damning independent investigation revealed systemic failures that allowed an alleged child predator to teach in the district.
“The Celina way must change,” one parent told board members during the contentious January 20, 2026 meeting. “The district’s culture is riddled with corruption, collusion, cover up, and criminal behavior,” the parent declared to thunderous applause.
Report Exposes Troubling Athletic Department Culture
The 85-page third-party report, released January 16, found widespread problems within the athletics department and Moore Middle School, though investigators concluded there wasn’t direct evidence linking other staff to former coach Caleb Elliott’s alleged crimes. The report noted that “although the issues and/or failures identified within Athletics and MMS warrant attention and correction by the District, it is important to note that… none of these failures appear to have caused the situation giving rise to Caleb Elliott’s arrests.”
That explanation hasn’t satisfied the Celina community. Parents packed the meeting room Tuesday, many demanding immediate resignations of board members and administrators named in the investigation.
The scandal has already claimed two high-profile casualties. Bill Elliott, the longtime athletic director and head football coach who worked for the district more than 30 years, announced his retirement following the report’s release. Middle School principal Allison Ginn also resigned her position.
But many parents believe that doesn’t go far enough. “The Board is allowing him to resign instead of firing him. Not just no — but hell no!” one community member exclaimed. “As is so often the case – the institutional abuse and cover up is sometimes worse than the abuse itself.”
The Allegations
At the center of the scandal is 26-year-old Caleb Elliott – the former athletic director’s son – who faces multiple federal charges for allegedly filming boys in the middle school locker room and possessing child pornography. The younger Elliott, who worked as an assistant football coach and sixth-grade social studies teacher, has surrendered his teaching license and remains in Collin County Jail.
“If he wasn’t hired, 38 families would not have had to endure the tragedy caused by a sick, perverted pedophile,” one parent testified during the meeting.
Perhaps most troubling? The investigation revealed that the middle school principal felt pressured to hire Caleb Elliott because of his father’s considerable influence within the district. The report also raised concerns about Bill Elliott’s role in athletic hiring decisions and an unusual discovery: a safe full of cash found in his office.
Calls for Accountability
Several speakers directly confronted board members they believed had close ties to the former athletic director. “There’s three witnesses, witness 10, witness 11, and witness 13 on the board who are good buddies with Bill. You should have never stayed on the board, or you should have recused yourself, and now I’m asking you to resign,” one parent demanded.
How deep does the financial irregularity go? Parents peppered district leaders with questions about athletic department finances, particularly regarding the safe in Bill Elliott’s office and who had access to it. In response, the superintendent announced that an independent auditor has been hired to review athletic accounts over the past three years.
That didn’t satisfy many in attendance. “Y’all dropped the ball. Huge. All over the place,” a community member charged. “You can’t tell me that somebody here didn’t know what was going on.”
The board took no action on the calls for resignation during Tuesday’s meeting. With the investigation now public and pressure mounting from parents, the coming weeks will likely determine whether Celina ISD sees a complete leadership overhaul – or if the district’s current administration can weather what many are calling the most serious scandal in its history.
