A deadly shooting at a Dallas Immigration and Customs Enforcement facility has left two detainees dead and another critically wounded after a gunman opened fire from a nearby rooftop before taking his own life.

The attack, which occurred on September 24, 2025, was carried out by Joshua Jahn, who FBI officials say harbored deep hatred toward the U.S. government and specifically targeted the immigration facility to “cause terror.” Jahn fired multiple shots into the facility before dying from a self-inflicted gunshot wound, according to law enforcement reports.

Targeted attack on immigration enforcement

Joseph Rothrock, agent in charge of the FBI’s Dallas field office, confirmed the gunman’s anti-government motivations. “He wanted to cause terror,” Rothrock said, noting that handwritten materials recovered from Jahn explicitly stated his intention to kill ICE agents, while acknowledging potential detainee casualties as collateral damage in his attack. Investigators also discovered ammunition marked with anti-ICE messages among the shooter’s possessions.

The shooting claimed its first victim, Norlan Guzman-Fuentes from El Salvador, who died at the scene. A second detainee, Miguel Ángel García-Hernández, a 32-year-old Mexican national, succumbed to his injuries six days later. A third victim, Venezuelan national Jose Andres Bordones-Molina, remains in critical condition, officials confirmed.

What drove someone to target immigrants already in detention? FBI investigators believe Jahn’s primary targets were actually the law enforcement officers working at the facility, with the detainees becoming unintended victims caught in the crossfire.

Political response

Texas Governor Greg Abbott issued a strongly worded statement condemning the attack. “We will not let this cowardly attack impede our efforts to secure the border, enforce immigration law, and ensure law and order,” the governor stated in an official release.

The incident comes amid heightened tensions surrounding immigration policy and enforcement across the country. Immigration facilities have increasingly become flashpoints in the national debate, though violent attacks on such locations remain relatively rare.

Federal authorities continue to investigate the shooter’s background and movements in the days leading up to the attack. Law enforcement officials have not yet released information about how Jahn obtained the weapons used in the shooting or whether he had a history of threatening behavior.

For the families of García-Hernández and Guzman-Fuentes, the tragedy represents a devastating end to their loved ones’ immigration journey—killed not in their home countries they fled, but in a detention facility where they awaited their immigration proceedings.
