Texas law enforcement’s battle against human trafficking has yielded significant results, with 119 victims rescued and 690 suspects arrested on trafficking-related charges during the 12-month period ending August 2025, according to data released by the Texas Department of Public Safety.

The figures come as Texas marks Human Trafficking Prevention Month with the 2026 theme “Stronger Connections. Stronger Futures,” which emphasizes the importance of community bonds as protective shields against trafficking networks that prey on vulnerable individuals, particularly youth in the child welfare system.

Public vigilance critical to enforcement efforts

DPS Criminal Investigations Division Chief Floyd Goodwin stressed that ordinary citizens play a crucial role in combating trafficking operations. “Protecting vulnerable Texans starts with all of us paying attention and speaking up when something doesn’t feel right,” Goodwin stated. “It is always better to report a concern and have it turn out to be nothing than to stay silent and miss a critical chance to intervene.”

The enforcement statistics highlight the scale of trafficking operations across the state, with special agents making nearly two arrests per day throughout the reporting period. But numbers only tell part of the story.

Behind each recovery is an individual whose life trajectory has been violently disrupted by exploitation. Child welfare advocates note that youth in out-of-home placements face particularly high risks, as traffickers deliberately target those with disrupted family connections and limited support systems.

Building community resilience

What makes someone vulnerable to trafficking? Often it’s isolation and disconnection from protective networks, according to prevention specialists.

This year’s prevention theme specifically highlights connections with family, community, schools, workplaces and support systems as critical factors in trafficking prevention. These relationships don’t just provide emotional support—they create safety nets that make it harder for traffickers to isolate and control potential victims.

Law enforcement officials emphasize that trafficking operations exist in plain sight across Texas communities. The 690 arrests by DPS special agents between September 2024 and August 2025 represent just the cases that reached prosecution.

Goodwin’s message to Texans remains straightforward: trust your instincts. “When Texans trust their instincts and share what they see, they help save lives and stop traffickers in their tracks,” he said.

Experts say this community vigilance, paired with stronger institutional protections for vulnerable populations, represents the most promising path forward in dismantling trafficking networks that continue to operate across the state.
