U.S. and UAE Deepen Defense Partnership With Major Military Dialogue

The United States and United Arab Emirates have wrapped up their most significant defense dialogue since the UAE received a rare “Major Defense Partner” designation, a move that signals Washington’s intent to deepen ties with the Gulf nation amid evolving Middle East security challenges.

The 9th U.S.-UAE Joint Military Dialogue (JMD) took place in Abu Dhabi on September 25-26, bringing together senior delegations from both nations to chart the future of their expanding defense relationship. The UAE delegation was led by Assistant Under Secretary Ali Al Ahmed, while Assistant Secretary Daniel Zimmerman headed the American team, according to a statement released by the Department of Defense.

Building on Major Defense Partner Status

The talks come just four months after President Biden formally recognized the UAE as a Major Defense Partner (MDP) — only the second country after India to receive this designation. “The JMD is the preeminent bilateral forum for advancing the U.S.-UAE defense partnership,” officials noted, describing its purpose as developing “joint approaches and shared goals in support of a more secure and prosperous UAE and broader Middle East region.”

What does this elevated status actually mean for both countries? The partnership, formalized in a Letter of Intent signed on May 16 by UAE Minister Mohammed Mubarak Al Mazrouei and U.S. Secretary of Defense Pete Hegseth, commits both sides to “develop a structured roadmap for enhanced military-to-military cooperation, joint capability development, and long-term defense alignment.”

During the two-day dialogue, delegations tackled a range of bilateral and regional defense issues, including integrated air and missile defense, military cooperation, foreign military sales, and emerging capabilities development. The talks also focused on building out newly announced partnerships between the U.S. Defense Innovation Unit (DIU) and the UAE’s Tawazun Council, as defense officials confirmed in their statement.

Innovation and State Partnership Initiatives

One of the more intriguing developments is a strategic initiative linking America’s Defense Innovation Unit with the UAE’s Tawazun Council. This collaboration aims to “deepen ties in defense innovation, facilitate joint research and development, and expand industrial and investment partnerships across both defense ecosystems,” according to a joint press statement.

The UAE has also been formally welcomed into the U.S. National Guard State Partnership Program through a new relationship with the Texas National Guard. This program isn’t just symbolic — it’s designed to bolster military modernization efforts and enhance cooperation in several critical areas including integrated air and missile defense, cybersecurity, disaster response, and operational planning.

“As Major Defense Partners, the two sides agreed to deepen their cooperation across multiple domains to advance shared objectives,” the statement noted, adding that both countries have committed to signing a Special Operations Forces Statement of Intent in the near future.

Regional Security Implications

The elevation of the UAE to Major Defense Partner status carries significant regional implications. The designation reflects “a decades-long relationship anchored in mutual trust, shared objectives, and a common commitment to regional and global security,” according to U.S. officials.

Why the UAE? The partnership builds on the two countries’ history of “working side-by-side to counter threats, stabilize conflict zones, and promote security and prosperity in the Middle East and beyond.” The unique designation allows for “unprecedented cooperation through joint training, exercises, and military-to-military collaboration” across the Middle East, East Africa, and Indian Ocean regions.

The bilateral relationship has evolved significantly over decades, with the UAE proving itself a reliable partner in various regional security initiatives. This latest dialogue represents not just a continuation but an enhancement of that relationship, with both sides clearly signaling their intention to create a more structured framework for defense cooperation.

As regional tensions continue to simmer across the Middle East, the strengthened U.S.-UAE defense partnership may prove to be one of the more consequential security developments in a region where American strategic interests often hang in a delicate balance.
