Texas Governor Greg Abbott has ordered state agencies to launch a sweeping investigation into potential fraud in the state’s child care funding programs, citing concerns about misuse of taxpayer dollars that have recently emerged in other states.

In a directive issued this week, Abbott instructed the Texas Workforce Commission and Health and Human Services Commission to implement enhanced anti-fraud measures and thoroughly examine the state’s child care subsidy system for possible irregularities.

“Recently, the Trump Administration and independent journalists have uncovered potential systematic fraud in subsidized child care systems in states like Minnesota,” Abbott stated. “Such fraud will never be tolerated in Texas. Today, I directed Texas state agencies to take proactive steps to prevent, detect, and eliminate misuse of taxpayer funds to protect the integrity of Texas’ Child Care Services Program.”

Preemptive Action

The governor’s move appears largely preemptive. Abbott’s letter to Texas Workforce Commission Chairman Jose Esparza and Health and Human Services Commission Executive Commissioner Stephanie Muth highlighted Texas’s relatively low improper payment rate of just 0.43% — a stark contrast to the 11% rate identified in Minnesota.

Why now? The investigation follows mounting scrutiny of child care funding nationwide, particularly after reports of significant fraud in Minnesota’s system. A May 2025 federal audit found Minnesota had an 11% error rate related to attendance tracking and payments — raising red flags that have apparently caught the Texas governor’s attention.

The agencies must work quickly. Abbott has demanded progress reports by January 30, with final findings and recommendations due by February 27, according to reports.

Political Context

Abbott’s investigation comes amid increased national attention on government spending and accountability. The governor’s repeated references to “the Trump Administration” in his statements suggest the probe may also have political dimensions during an election year.

Still, child care funding represents a critical safety net for working families. The Texas Child Care Services Program helps thousands of low-income parents afford care while they work or attend educational programs.
